About the Congress of local and regional authorities under the President of Ukraine
Taking into account the positive results of the reform of local self-government and territorial organization of power (decentralization) and the tasks facing Ukraine on the way to building a strong and prosperous European democracy,
realizing that the success of Ukraine’s European integration depends on efficiency
transformations at the local level, with the aim of actively involving local self-government bodies in the processes of state formation through proper representation of their interests and participation in determining the priorities of the state regional policy, ensuring national unity, while preserving and developing the cultural identity of the regions, sustainable development of territorial communities taking into account the best European experience and standards of the European Charter of Local Self-Government, strengthening of cultural, economic, infrastructural ties between the regions of Ukraine and the member states of the European Union, exchange of experience and establishment of effective interaction between representatives of local authorities Taking into account the positive results of the reform of local self-government and territorial organization of power (decentralization) and the tasks facing Ukraine on the way to building a strong and prosperous European democracy, realizing that the success of the European integration of Ukraine depends on the effectiveness of transformations at the local level, with the aim of actively involving local self-government bodies in the processes of state formation through the proper representation of their interests and participation in determining priorities of the state regional policy, ensuring national unity, while preserving and developing the cultural identity of the regions, sustainable development of territorial communities taking into account the best European experience and standards of the European Charter of Local Self-Government, strengthening cultural, economic, infrastructural ties between the regions of Ukraine and the member states of the European Union , exchange of experience and establishment of effective interaction between representatives of local bodies, representatives of local self-government bodies and state authorities, solving problematic issues of social and economic development, in accordance with paragraph 28 of part one of Article 106 of the Constitution of Ukraine, I decree:
1. To form the Congress of local and regional authorities under the President of Ukraine as
advisory body.
2. To submit to the Head of the Office of the President of Ukraine within seven days a draft Regulation on the Congress of Local and Regional Authorities under the President of Ukraine.
3. To recognize the Decree of the President of Ukraine dated December 18, 2019 No. 909 “On the Council for the Development of Communities and Territories” as having lost its validity.
4. This Decree enters into force on the day of its publication.
