On the approval of the Regulation on the Congress of local and regional authorities under the President of Ukraine
1. To approve the Regulations on the Congress of local and regional authorities under the President of Ukraine (attached).
2. This Decree enters into force on the day of its publication.

POSITION
on the Congress of local and regional authorities
under the President of Ukraine
1. The Congress of local and regional authorities under the President of Ukraine (hereinafter – the Congress) is a consultative and advisory body.
2. The Congress in its activity is guided by the Constitution and laws of Ukraine, acts
of the President of Ukraine, the Cabinet of Ministers of Ukraine, other legislative acts, as well as these Regulations.
3. The main tasks of the Congress are:
1) representation of the interests of local and regional authorities, strengthening and protection of the interests of local and regional authorities;
2) study and monitoring of socio-political and socio-economic processes taking place in the state at the regional and local levels, development of an agreed position on the priorities of the state regional policy and mechanisms for ensuring the sustainable development of territorial communities and regions based on the results;
3) promoting the establishment of effective interaction between state bodies, in particular local executive bodies, with local self-government bodies;
4) monitoring of the state of development of territorial communities, conducting consultations on topical issues of ensuring balanced socio-economic development of administrative-territorial units, increasing their investment attractiveness and competitiveness;
5) promotion of effective completion of the reform of local self-government, territorial organization of power and administrative-territorial system, other reforms on decentralization of power;
6) discussion of projects of normative legal acts in the field of regional policy, projects of state programs and strategies of regional, economic, ecological, scientific and technical, social, national and cultural development with the aim of taking into account the interests of territorial communities in such projects;
7) study and generalization of international experience in the field of territorial development, development of local self-government and implementation of measures for its practical implementation, in particular, taking into account the standards of the European Charter of Local Self-Government;
8) analysis of Ukrainian legislation on regional development, local self-government and territorial organization of power, preparation of proposals for its improvement;
9) organization of work related to the composition of the delegation of Ukraine at the Congress of local and regional authorities of the Council of Europe;
10) monitoring and studying the implementation at the local and regional levels of the Association Agreement between Ukraine, on the one hand, and the European Union, the European Atomic Energy Community and their member states, on the other hand, preparing proposals to improve the effectiveness of the implementation of this Agreement and introducing European standards and practices in the field of local self-government;
11) facilitating the establishment of relations between the local self-government bodies of Ukraine and the member states of the European Union;
12) conducting consultations on deepening cooperation between Ukraine and the European Union, in particular through the implementation of cross-border cooperation projects.
4. In order to fulfill the tasks assigned to it, the Congress shall have the right in accordance with the established procedure:
1) request and receive the necessary information, documents and materials from state bodies, local self-government bodies and their all-Ukrainian associations, public associations, enterprises, institutions, and organizations;
2) create temporary working groups, other working bodies, in particular committees, for development and detailed processing
certain issues that belong to the competence of the Congress, determine the order of their work, involve experts in such groups and
specialists (according to their consent or in agreement with their supervisors), coordinate and adjust the work of created temporary working groups, listen to their reports;
3) invite managers and representatives of state bodies, local self-government bodies and their all-Ukrainian associations, public associations, enterprises, institutions, organizations, domestic and foreign scientists, experts to their meetings;
4) involve employees of executive bodies, enterprises, institutions and organizations (with the agreement of their heads), as well as independent experts (with their agreement) to the consideration of issues within the competence of the Congress;
5) to organize and conduct conferences, round tables, meetings on issues within the competence of the Congress.
5. In the process of fulfilling the tasks assigned to it, the Congress interacts with other consultative, advisory and other auxiliary bodies and services created by the President of Ukraine, as well as with state bodies, local self-government bodies, their all-Ukrainian associations and international organizations.
6. The Congress consists of the Chairman of the Congress, the Presidium of the Congress, the Chamber of Regions and the Chamber of Local Authorities.
The Chairman of the Congress is the President of Ukraine.
The Chairman of the Congress performs general management of the activities of the Congress, determines the order of its work and presides over the meetings of the Congress.
7. The members of the Congress include, ex officio, the Chairman of the Verkhovna Rada of Ukraine, the Prime Minister of Ukraine, the Head of the Office of the President of Ukraine, the Secretary of the National Security and Defense Council of Ukraine, the deputies of the Head of the Office of the President of Ukraine, who are responsible for issues of regional policy, economic policy, internal and of humanitarian policy, foreign policy, Representative of the President of Ukraine in the Verkhovna Rada of Ukraine, Representative of the President of Ukraine in the Cabinet of Ministers of Ukraine, Permanent Representative of the President of Ukraine in the Autonomous Republic of Crimea, Head of the State Administration of Affairs, Director of the National Institute of Strategic Studies, Vice-Prime Minister for European Affairs and Euro-Atlantic Integration of Ukraine, Vice-Prime Minister of Ukraine – Minister of Reintegration of the Temporarily Occupied Territories of Ukraine, Minister of Social Policy of Ukraine, Minister of Health of Ukraine, Minister of Development of Communities and Territories of Ukraine, Minister of Economic Development, Trade and Agriculture of Ukraine, Minister of Agrarian of politics and food of Ukraine, the Minister of Infrastructure of Ukraine, the Minister of Finance of Ukraine, the Minister of Veterans Affairs of Ukraine, the head of the Antimonopoly Committee of Ukraine, the heads of the committees of the Verkhovna Rada of Ukraine,
heads of regional, Kyiv city, district (district in cities) state administrations, heads of regional and district councils, city, settlement, village heads, heads of all-Ukrainian associations of local self-government bodies, as well as members of the delegation of Ukraine to the Congress of local and regional authorities of the Council of Europe.
The Chairman of the Verkhovna Rada of Ukraine, the heads of the committees of the Verkhovna Rada of Ukraine, the heads of regional and district councils, city, village, village heads, heads of all-Ukrainian associations of local self-government bodies and members of the delegation of Ukraine to the Congress of Local and Regional Governments of the Council of Europe are members of the Congress by consent, and members of the Cabinet of Ministers of Ukraine – in agreement with the Prime Minister of Ukraine.
Members of Congress participate in its work on public grounds.
8. The main organizational form of the work of the Congress is meetings, which are held when necessary, but at least once a year.
The meeting of the Congress is valid if at least half of the members are present
members of Congress.
Decisions of the Congress are made by the majority of votes of the members of the Congress present at the meeting. In case of an equal distribution of votes, the vote of the President of the Congress is decisive.
According to the results of the meeting, a protocol is drawn up, which is signed by the chairman of the Presidium of the Congress.
Decisions of the Congress can be sent for consideration to ministries, other central and local executive bodies, and local self-government bodies.
If necessary, the decisions of the Congress are implemented by issuing acts of the President of Ukraine in accordance with the established procedure, introducing relevant draft laws by the President of Ukraine for consideration by the Verkhovna Rada of Ukraine.
9. The Presidium of the Congress operates to ensure the organization of Congress activities. Presidium of the Congress:
1) ensures the preparation of agenda items and materials for Congress meetings, taking into account the proposals of Congress members;
2) submits relevant proposals to the President of Ukraine regarding the composition of the delegation of Ukraine to the Congress of local and regional authorities of the Council
Europe;
3) monitors the state of implementation of Congress decisions;
4) approves the activity plans of the chambers of the Congress and temporary working groups formed by the Congress, other working bodies, in particular committees, determines their heads, approves the personal composition of such groups upon submission of the heads of the temporary working groups,
coordinates their work;
5) reports to Congress on its activities.
10. The Presidium of the Congress consists of the chairman of the Presidium, the executive secretary of the Presidium and members of the Presidium.
The Presidium of the Congress includes the Chairman of the Verkhovna Rada of Ukraine, the Prime Minister of Ukraine, the Head of the Office of the President of Ukraine, the Secretary of the National Security and Defense Council of Ukraine, the Vice-Prime Minister for European and Euro-Atlantic Integration of Ukraine, the Vice-Prime Minister of Ukraine – Minister of issues of reintegration of temporarily occupied territories of Ukraine, Minister of Health of Ukraine, Minister of Development of Communities and Territories of Ukraine, Minister of Finance of Ukraine, Minister of Veterans Affairs of Ukraine, Chairman of the Antimonopoly Committee of Ukraine, Deputy Heads of the Office of the President, responsible for issues of regional policy, economic policy, the director of the National Institute of Strategic Studies, the chairman and two representatives from each chamber of the Congress, the head of the delegation of Ukraine to the Congress of Local and Regional Authorities of the Council of Europe.
The Chairman of the Presidium of the Congress is elected by the Presidium of the Congress from among its members by voting for a term of three years.
Chairman of the Presidium of the Congress:
1) convenes a session of the Congress on behalf of the Chairman of the Congress;
2) prepares draft decisions of the Congress;
3) presides over meetings of the Presidium of the Congress, signs its decisions;
4) regularly informs the Chairman of the Congress and other members of the Congress about the state of implementation of the decisions of the Congress;
5) represents the Congress in relations with state bodies, local self-government bodies and their all-Ukrainian associations, public associations, enterprises, institutions and international organizations;
6) performs other tasks on behalf of the Chairman of the Congress.
The Executive Secretary of the Presidium of the Congress is the Deputy Head of the Office of the President of Ukraine, who is responsible for matters of regional policy.
Executive Secretary of the Presidium of the Congress:
1) organizes the work of the Presidium of the Congress;
2) ensures keeping minutes of Congress meetings;
3) provides monitoring of the state of implementation of Congress decisions;
4) performs other tasks on behalf of the Chairman of the Presidium of the Congress.
The meeting of the Presidium of the Congress is convened by the chairman of the Presidium of the Congress if necessary, but not less often than once a month. Decisions of the Presidium of the Congress are made by majority vote.
11. The Congress consists of two chambers: the Chamber of Local Authorities and the Chamber of Regions.
The Chamber of Local Authorities includes: heads of district councils, city, settlement, village heads, heads of district (district in cities) state administrations, members of the delegation of Ukraine to the Congress of Local and Regional Authorities of the Council of Europe, who are part of the Chamber of Local Authorities of the said Congress.
The Chamber of Regions includes: heads of regional councils, heads of regional state administrations, members of the delegation of Ukraine to the Congress of local and regional authorities of the Council
of Europe, which are part of the Chamber of Regions of the said Congress.
The heads of the Chambers and their deputies are elected by the members of the Chambers.
The heads of the Chambers plan and organize the work of the Chambers, and inform the chairman of the Presidium of the Congress about it.
Meetings of chambers are held when necessary, but not less often than once a quarter.
12. Organizational, advisory, informational and expert-analytical support for the activities of the Congress, its temporary working groups and other working bodies, in particular committees, is carried out by the Office of the President of Ukraine and the National Institute of Strategic Studies, other support – by the Office of the President of Ukraine and the State Administration of Affairs (within competencies).
13. The Congress informs the public about its activities and its decisions. Information about the activities of the Congress is posted on the website of the Official Internet Representation of the President of Ukraine.
14. The Congress uses forms with its name in its work.
