On September 11, a meeting of the Presidium of the Congress of Local and Regional Authorities was held in Kharkiv under the chairmanship of the President of Ukraine Volodymyr Zelenskyi.
On the agenda of the meeting – the state of implementation of the Law of Ukraine “On the Foundations of National Resistance”; ensuring financial and energy stability in Ukraine; measures to increase the level of energy efficiency and thermal modernization of the housing stock; implementation of the Decree of the President of Ukraine “On measures to increase the competitiveness of health care institutions and provide additional guarantees for medical workers”.
The head of state emphasized that a strong Ukraine is a strong medicine.
“Right now we are talking about raising the salaries of our doctors and medical staff. In every, even the smallest, most remote institution, without exception,” he said.
Volodymyr Zelenskyy reminded that last year, in accordance with the President’s decree, the budget for the health care sector and the Medical Guarantee Program was increased. And then the local government and heads of medical institutions should act.
The Head of State also set the task of improving the quality of medical services, which would aim not only to stabilize the condition, but also to maximally restore the functioning of the human body.
As part of the Presidium meeting, the “Energy Independence” Program was presented, which provides for a “green” transformation of the economy and an increase in the level of energy saving, in particular through thermal modernization of residential buildings.
According to the President of Ukraine, this year measures will be taken to launch this program in about 5,000 multi-story residential buildings across Ukraine. This will allow more than 1.5 million Ukrainians to pay less in the next heating season.
“We are talking about 700,000 families living in such apartment buildings. I think the effect will be large-scale – savings of almost 8 billion hryvnias for the heating season of 2022-2023. These are freed funds for social programs, salary increases, development projects, increased guarantees for the least protected categories of the population,” the Head of State emphasized.
The issue of the government’s response to price fluctuations on the oil and gas markets, which leads to price fluctuations in Ukraine, as well as projects in the energy sector, is considered.
Particular attention is paid to the construction of a system of territorial defense and national resistance.
The head of state emphasized that there is no place for politics, intrigue, speculation and the chaos they can create in the issue of national security.
“Every day, and even more so now, there should be full interaction of authorities at all levels and a full understanding of their area of responsibility – on the part of the State Administration and RDA, regional and district councils and other representatives of local self-government in order to build a very effective model of territorial defense and national resistance. This is a reliable rear for a professional and well-equipped army, which together form the basis of our state, a strong state,” Volodymyr Zelenskyi said.
The Commander-in-Chief of the Armed Forces of Ukraine Valery Zaluzhny told the members of the presidium of the Congress of local and regional authorities about the territorial defense management system, which consists of a command, four regional offices, 29 brigades and 150 battalions. In addition, there are also voluntary formations of territorial communities.
“This is the kind of power that can really restrain the enemy and even cool his mind about wanting to set foot on our land. After all, the price he will pay for this will be huge. The goal of all this is to have resistance in every city, every village, on every street and in every house,” Valery Zaluzhnyi stressed.
