The Congress of Local and Regional Authorities under the President of Ukraine was created to facilitate the effective completion of the local self-government reform. Interacts with state authorities, local self-government bodies, their all-Ukrainian associations and international organizations.
The tasks of the Congress are also to study the implementation of the Association Agreement between Ukraine and the European Union at the local and regional levels, to prepare proposals to increase the effectiveness of the implementation of this Agreement and to introduce European standards in the field of local self-government.

Congress of local and regional authorities:
- represents the interests of regions and territorial communities;
- is a forum where representatives of local and regional authorities discuss and form a common vision on ways to solve urgent problems;
- interacts closely with national and international organizations representing local and regional authorities;
- organizes public discussions and conferences at the local and regional levels with the aim of actively involving the public, whose participation is important for the establishment of democracy;
- prepares regular reports on the state of local and regional democracy.
